I recently registered with the Communities. For whatever reason I could not receive the verification email at my @icloud.com email address. And no they're not in the junk folder. I tried multiple times and on different days. I changed my email to a gmail account I have, and bingo, it worked straight away. I can see no reason why this happened. I've never had this issue with other verifications, so it may not be Apple's fault (wouldn't rule it out tho').
It's frustrating and there's no reason why it shouldn't work. Could someone at BT look into it?
