Trying to change my email address

I am having trouble changing my email address on the Community account.

It says it has been banned with the exception ID Exception ID: 7388BC8F.

Please can I have my old email address reinstated.

The address shouldn't have been banned, as I asked the Moderators at the time to close down my account. I then returned after having changed my mind.
