It is worked out by the Office for National Statistics.
You are correct the rate for January 2022 was determined as 5.4%, hence 5.4% + 3.9% = 9.3%

Government calculate CPI inflation etc on the September figure.
Regardless, almost 10%! I'll not be changing an ( or the 24 months starts all over again!), I shan't be renewing either. CPI plus 3.1%? Why? I'll shop around because it's getting bad.... some have deep pockets but we must look at the broader canvas. Do I need 150mbps? Will it be needed? Are cheaper speeds available? Am I wasting money ?
