Every PON area has a boundary somewhere, occasionally a boundary will be where next door neighbours can be either side of it , so one neighbour can order and the other one can’t , there is also the possibility that your telegraph pole is currently served via  a buried armoured cable , and hasn’t got a way to be served overhead from another telegraph pole , if the costs to get FTTP onto your pole , by excavation to provide a ducted feed , or extra poles were needed , and that made the cost per dwelling over the allowed budget , they can simply omit that pole from the build , for it to be picked up at a later stage, that may be months or years away though .

typical Virgin have just enabled their full fiber literally 2 months after i had to sign my new BT contract so trapped otherwise could have moved over to them and got 140mb for the same price as BT
