Full Fibre installation failed again

28 Nov was the third time that an engineer came to our flat. We were told by BT that they arranged the appointment after the external work has been done by open reach. Still, nothing have been done on 28th as we told by the engineer. Turns out he could only help us work on the internal work first (pulling the fibre in and blah blah blah)  He said all we have do is wait maybe 3-4 days for open reach to get the external work done. However, we were told by BT that open reach required a specialist engineer to connect our service and we have to wait until 19th Dec. Actually, it is a bit exhausting as we have already waited for 2 months to have our services connected.  We can still wait until 19th Dec but we wanna make sure this time everything could be fixed. Not again an engineer come on that day and told us he have nothing to do with. Actually I am wondering do they need an appointment for the external work? I am worried that it’s just another useless appointment because of the miscommunication. And it’s nearly Christmas we hope to get this done before Christmas. We really need the service as we all work from home (we have alrdy got the mini hub but it is not really reliable)

There is no need of an appointment for the external work.

Flats/ apartments can be tricky and often not included in the rollout of FTTP because they can present many issues ( the cable route from outside to the individual flat , permissions from building owners, letting agent etc ) .
If you put your individual flat address into this checker what does it show as the survey note .

It also shows the install process , single stage or KCI2 ( two stage ) .

Do you know how the existing copper pair service enters the flat , a drop wire from a telegraph pole ,or wiring from a common point like an external wall block , or an internal distribution point  ?.

If it’s not a pole then it could even be that FTTP availability is shown but it’s a mistake made at the survey stage , obviously the ISP doesn’t know that , they take your order in good faith ,  but when Openreach turn up they realise it’s not going to be straightforward , hence the delay.
Post the the results from the DSL checker, it won’t speed anything up but may help to identify why there is a problem.

how big is this block of flats you live in and are the existing services fed, i.e. from a Pole outside or is it all Internally within the Building?

There are 7 flats in the block. I think the current service is from a pole outside

OK. Well you shouldn’t need to be present for the Step 1.

 Also I’m a bit confused as to why the Step 2 Installer didn’t just do the Step 1.

Openreach Service Delivery OMI’s aren’t trained solely to just do Step 1’s or Step 2’s. They’re trained to do both.

The Pole doesn’t have a Red D Label on it, does it, or is it across from you on a busy 40mph + busy road?

Assuming the survey is accurate ( no reason to suspect it isn’t ) these flats are served from an external wall mounted CBT , although the CBT itself could be served overhead from a pole , chances are  the  the copper pair wiring is an external wall block although the copper pair wall block could  be served by an underground cable , but that’s probably not in a duct , if it were the CBT would be still wall mounted but using the duct , flats from a certain era ( 1960’s-1980’s ) were commonly served with an external or internal wiring point , especially those retro fitted with copper cables because when the flats were built a ‘phone line’ wasn’t considered essential , so 1960’s to early 1970’s  blocks especially can have this type of service 

If the CBT is served from a pole , is a lot neater , having one wire to a CBT from the pole , rather that 7 individual wires from the a pole mounted CBT , one cable for each flat , it’s also possible that some flats won’t have a line of sight to the pole anyway .

Complex  L2C ( lead to cash ) suggests this is not a straightforward job , could be something like long ladders or a hoist are needed to get to the height of the flat or where the CBT is mounted ( or both ) , this should be KCI2 so these things are not a surprise on the contractual date , however, it’s possible the CBT is for example on the gable end wall on one side of the block , and to get to the individual flat requires cabling across several neighbouring flats , you only need someone objecting to the cable being run along the wall of their flat to stop the installation, have any neighbours been complaining ?, getting a hoist or long ladders should not cause massive delays , as a hoist is quite a large vehicle, if access is restricted then a platform ( like scaffolding) may need to be provided .

SNN’s are only as good as the Clerk of Works on entered them onto the PON Planning System.

Seen many that say, O/H No Anticipated Issues only to find its a multi span between EL Poles and across a busy 50mph Road.

I’ve also gone out to jobs anticipating a long underground cable run through 5+ Joint Boxes only to find the CBT is in the JF4 that’s 5m from the Subs house. The distance was so short I was able to just push the connector down the 56 without having to Rod/Rope it first.
