Ground works needed for install

Morning all,

Today OpenReach attended my house as I had placed an order for fibre broadband.  They installed the socket inside the house and the cabling from the socket to outside but the engineer said he was unable to complete the job as there was a damaged cable duct  1 metre from where he needed to make the connection at the road.  he said the "ground works" team need to come out and sort that and they have up to 28 days to fix it?

 

My activation date was Today so surely I shouldn't have to pay for the service while I cannot use it?

Can anyone clue me in on this?

You only pay from when the service has been activated.
