I have home essentials, it says you can not phone premium numbers, or International numbers, I did phone a premium number and a message cut in saying this is not in your contract and could not get through, which i understand. I then phoned a number in Portugal which i did get through, is this not a international number ? it was to a mobile starting with 07764, the person i phoned said the number was a UK number. can anyone explain. many thanks.

That is a UK mobile number, not a Portuguese number. The fact the device happened to be in Portugal is irrelevant.
UK mobile numbers in another country are still UK mobile numbers , if you call a UK mobile , you may not have a clue where in the world the ‘owner’ has taken that number and it would be unfair if you were changed an international rate , because you didn’t know they had gone abroad, so there is no extra charge for you making that call you are charged the same as if the mobile was in the UK , however if the person you called answers that call their own provider may charge them for answering that call from the UK .
