No accounts to add

I have set up my BT id but it keeps saying that I do not have any accounts to show. I try to add account again using my account number and it says it might take five minutes but nothing is actually added. I am being asked for £30 and I don't know why as I can't access my bills.  I have been trying for several weeks.
