Openreach claimed to have fixed the issue but BT checked and the issue was not fixed.  There is more to this story which cannot be posted in a public forum.  When the line was turned on in this house, it was done without be officially booked by any ISP, and engineer happened to be in the area many moons ago and offered to go to the exchange and turn the line on.  Openreach was not officially told this and their records not officially updated.

Edit, that was a general view of what happened.
