My mum is elderly and account is in her name, can I take over her account and still keep number and package she’s on.
i know bt has a unfair system that you can’t change account name to a new person but surly there is a rule where it can be done on special circumstances
You could simply change the bank account the bill is paid from and give yourself access to her on line account, that way you have ‘control’ , with no risk of the account being ceased and re provided in your name with a break in service and a different phone number allocated , AFAIK, changing the name on an existing account is only in the case of bereavement, that can change the account name from the original holder to the legal spouse .

Can the name not be changed in other circumstances, eg marriage, divorce or changing name legally by deed poll?

all the alternative suggestions you have made will have legal documentation to back up the name change whereas just taking over account and changing name because account holder elderly has no paperwork

In addition to that, the name change in your scenarios is to change the name of the same person who already holds the account. Not changing the name or in effect the whole account to a different named person.
