Its the Speaking Clock. Someone has dialled 123 to get the time, its 50p a time.

It can be caused by a intermittent line fault. Is there any noise on your phone line?
Dial 17070 (free) and select option 2 (quiet line test) and see if you hear any noise between the announcements.
Faults like this are more likely on overhead lines.

It was on 22 Feb 12:04 and no there is no noise on the line.

If you are fed from an overhead line, and if it was very windy on that day, its possible that an intermittent short circuit caused the exchange to detect line breaks of 1,2 and 3, especially as it was a short duration call, not long enough for anyone to actually make, and listen to the time announcement.
Once calls are moved over to BT Digital Voice, this problem will go away, as the lines will no longer carry dial tone.
If you are not happy with the charge, then you could ring BT and complain.
