Was this ever fully resolved, as I have the exact same issue, just a message box with the word pending, and a blue bar scrolling left and right. This happened prior to me uninstalling it, and after reinstallation. Any help would be greatly appreciated.

Sorry you can't get the Norton activated.
Would you check that you've only 1 account on your BTID as an old account can cause issues.
Also check that you've claimed the Account Holder status on the BTID.
