I'm getting the same when trying to activate my 12 month game pass.
Tried the Message us chat from the help page but apparently the web chat people don't have access to anything to help and just hand out customer services number with instructions to choose any option to speak to an agent after a 45 minutes queue wait.

The quickest way to get this activated would be by calling our customer care team.
The team have account access and will ensure this is set up correctly for you on your account.

I called 8 days ago to activate game pass as I keep getting the 'system is down for maintenance' error. Was told code would be sent within 7 days, and was given a link to use to arrange a call back if I didn't receive the code.
Haven't received code, call back link says it has expired, and I've tried multiple times to call and faced with a 45 minute queue.
My 7 days have passed if you don't mind looking into that too? Thanks 🙏

I would recommend speaking with our customer care team who can raise a webform to the relevant team.
The team has a 7 working day timescale.
If you do not receive the code within 7 working days of contacting customer care, please come back and let me know.

I'm not sure if anyone who has been directed to that error message has successfully had their free Xbox pass applied.... but people don't tend to come back here to post good news 😁
