The forwarding alert banner should stop about a week after the last time it was changed. 

If it has been happening for three weeks after the last change there would appear to be an issue which could be that your account was and continues to be hacked and forwarding is being re-set up by the hacker or you have mistaken how long you have been checking or there is a fault with your account settings.

yes but I deleted the email address. it has not reappeared but the warning keeps appearing

Have you checked to see if there are any other rules set up. Have you tired selecting the "suspend rules" button?

How long ago was it that you did anything other than just look when you were in the rules section and if you did do something what was it you did?

When you say you deleted the email address, did you go to the "Rules" in the menu bar at the left hand side and select "Rules" then delete the whole rule by clicking on the "bin" icon at the right hand side of the rule that was showing on the page?
