lived there before the internet and digital voice was thought of
with an attitude like that , we had better all move to towns and shut the countryside down completely , to residents and visitors
we are supposed to be looking for solutions not constantly blaming the customer

I have seen the destruction caused by storms , invariably the current phone system is disrupted as well as the power , if your objection is that the storms could disrupt power , those same storms would undoubtedly disrupt your existing phone service , if you are in an area susceptible to these natural forces , your phone lines which are also overhead are just as likely to be brought down as power lines …therefore DV is likely no more or less ‘risky’ than what you currently have ,

when the power is out , there has always been phone , most of the cable is underground

So you live in an area served by overhead power , presumably pretty rural , yet we are expected to believe that this rural setting that has overhead power has underground telephony from the exchange to the property…it’s not impossible, but generally areas with unreliable power due to the weather are not served by underground telephony cables ….perhaps you can substantiate that as it seems a little too convenient

If the power is out it is a power company problem and they should supply a solution and I think I'd be more worried about other things that do not work as a result of no power for a prolonged period such as you have described. 

As regards being kept informed from the power company, you'll know when they have restored the power, the lights will come back on!
