Right let's get a few things straight. The original problem months ago was the fact the op's Digital Voice service was not configured. None of your posts have gone any way to address that.

Secondly, optical amplifiers and optical repeaters are NOT powered by the received optical signal, they require a power source.

If you want to understand how optical amplifiers work, Google EDFA and Raman.
