That's news to me. I think you'll find they can and do charge.
Depends on what you mean by “within your house”.
If it’s before Openreach’s demarc point they won’t charge for it. If it’s after the demarc I’d be very surprised if they didn’t charge, as I can’t see them fixing some else’s equipment for free.

Update, so I called my ISP on Monday and they said 5 days to respond, got back to me on Wednesday and said phone tech will be in touch within 24 hrs; which they did. Guy spent 3 hrs sorting out the mess of wires but I now have nice clear phone line reception, so that's good. Thanks to y'all for all the advice.
