Just wondering if VOIP is available now where I live, but I was told by a openreach worker that the cables would be done by 2023? Does that mean for full fibre or voip,
Or will BT or openreach contact us by phone when its available.

VoIP is available to anyone everywhere if you have a broadband connection via any third party VoIP provider.
However, if you mean BT's implementation of VoIP, Digital Voice, you will be informed when you are to be transferred. Digital Voice does not involve Openreach at all nor does it need any new cabling. Digital Voice can be provided via FTTC and the copper network as well as FTTP.
