Move Phone Line

Hi,

My neighbor wants to move a phone line which comes through their window frame, they are having new windows fitted. They aren't with BT and are currently unable to arrange for an Engineer to come and relocate the line.  Openreach says they have to contact their provider, but their provider says it isn't their responsibility.

Is there someone they can contact to have the line relocated?

But its really down to their provider. BT Retail would call this a "internal shift", but their provider should be able to arrange this.
