Why has a £3 pay as you go charge been applied to landline costs on all bills?

if you have broadband and phone not just broadband only then there is fee of £3pm for the ability to make and receive calls on your home phone. out going calls are PAYG and therefore you pay for each call whereas incoming calls are free
When did you become a BT customer ? , it’s been the case for many years that you a choice when your order , that is broadband only , or broadband and phone , if you chose broadband and phone , why would you think it’s the same price as broadband only , as stated the £3 ‘charge’ is for providing you with a phone number , the ability to receive incoming calls , to option make outgoing calls on a pay as you go basis and access to 999 emergency services, if you never use the landline for incoming or outgoing calls then you should have taken the broadband only option , but presumably you didn’t select that .
I have been with BT with my existing number since 1986 considering them as a reliable service, only recently checking my monthly bill as tgere is a marked increase in tge last few months. I've never used the landline for many years now, making only mobile calls. The amount, description is new, being pay as you go.
