Blocking a Program or IP

Have Home Smart Hub 2

Is it possible to set up a Firewall in Hub Manager, to stop a specific program from accessing the Internet?

Windows 7 Firewall blocks access to Networked computers, so is no good!

If NO, can specific IP addresses be blocked from accessing the Internet?
