There is nothing wrong with my upload or download speed under normal circumstances.
Only when uploading do downloading speeds drop to dreadfully low speeds.
Just because you are on the 80/20 package does not necessarily mean you will be able to get those speeds.
You will only ever get the maximum speeds that your line can support regardless of what package you are on.
Before trying to fault find you need to know what your "normal" broadband speeds are and what BT estimated that your line should actually be capable of. Can you run this checker and post the results leaving out your phone number. If your line is a digital voice line you will need to use the Address Checker tab. Delete you address before you post the results.
BT Broadband (btwholesale.com)
Can you run a speed test when you are not doing anything on the Internet and another when you are experiencing the problem and post the results.
BTW Performance Tester (btwholesale.com)
Can you also post the stats from your your BTSmarthub by logging onto the hub's management page and going to Advance settings > Information and post the information of the first twelve lines of the log.

Oh, you want me to upload a screen shot, fine.
(333kb is ridiculous for a screenshot, but I just about managed it)
The information from your hub is not the stats that were requested. My mistake I omitted to say you need to go into the Technical log. You need to log onto the hub management pages then go to "Advance Settings" and log on using your admin password then go to Technical Log then Information and post the first 12 lines.
As regards you being well aware about your maximum speeds, unfortunately not every body who uses this forum are and those trying to help you are not aware of what yours are.
First 12 lines of technical log

The BT hubs are absolutely diabolical for bandwidth management. Before I got full fibre, I was stuck on a pathetic speed for years, particularly the upload speed. I suffered the exact same problem as the OP, until I swapped to a third-party router.
It automatically managed bandwidth and meant that uploading something on one device, didn't ruin the internet for other devices.
Simply stating "lower your upload speed" to stop it happening, is nonsense. A good router will manage bandwidth without having to faff around.
