Is this still working for you?
I have tried every step you have taken. Had about 5 different engineers out, had many many multiple phone calls to BT but no-one seems to be able to fix the problem.
Is there anything you can do @NeilO or @Les-Gibson ?

I am sorry for the IPC-6023 error message you're seeing. I appreciate the amount of engineers that have visited for this to remain unresolved. It's likely a configuration issue and we'll be able to give you a hand from here to get it sorted.
