It can also happen if your device is switching between quality levels - Amazon broke seamless switching a while ago. I'm not sure if it's fixed yet. Google for "Amazon system x-ray overlay" to see instructions on how to turn on the video stats monitor. If the flashes coincide with changes in bitrate, that could be it. If so, there's no fix.
