Fibre cabinet upgrade

I live in a village of c. 3000 people and most of the cabinets have been upgraded to support fibre broadband. However, our cabinet has not yet been upgraded and we are not able to get superfast broadband. 

What is the best way to find out if our cabinet will be upgraded at some point?
