I would say that you simply have two separate phone lines, each on a separate socket. One is probably an ADSL connection, and the other is a VDSL connection.
I assume that both routers are the BT Business hub?
The one you ran the BT speed test on, is most likely the VDSL connection, which is the fastest. Is that the one you have your computer plugged into, and also the one you are trying to get the phone to work on?
If that is the case, then I would recommend unplugging and turning off the other router, as its not needed.
You could use the TP Link router on that VDSL line, instead of the BT Business hub. Its quite possible that the auto detect feature of the TP Link, would detect the correct connection type, otherwise its easy to do it manually by selecting the BT VDSL option on the setup wizard.
I am still confused to exactly what you have installed, a picture would help, if you could reduce the size.
Do you have any of those Openreach optical modems? They would have lights on them, and would plug into the red WAN port on the business hub.

The ADSL on the splitter is not significant, as its the same for both ADSL and VDSL.
If we just concentrate on that connection to avoid any confusion, then that is almost certainly a VDSL connection based on the speed test.
In that case, I cannot see any reason why the TP Link 9970 would not work, provided you input the correct information. Typically this selection on the setup page.
The rest of the setup pages would ask for your login details and IP address information.
I have never set one up for a static IP address, but I am sure the option is there on one of the setup pages.
Its up to you whether you want to try it, as if you get it connected, then it would prove whether its the BT Business hub which does not like the IP Phone.
I am even more confused now, perhaps I am asking the wrong questions?
Do you have either of those Openreach fibre modems on the wall, with lights on it which are labelled LOS, PON and a few others?
If so, which one of the two pictures I posted does it look like?
I have two on the wall, one is an open reach optical with the green lights at the top and a red WAN wire going into it which is plugged into one of my routers (not the router I ran the report on, the other one with a WAN port).
My other router is plugged into the open reach socket on the wall with a splitter plugged in (this is the router I ran the test on and my laptop is connected to).
So sorry is hard explaining without being able to upload images! I need to get rid of one of the routers as they have duplicated my order but the routers are different; one has a WAN port on the back (plugged into Openreach optical with green flashing lights), the other router doesn’t have a WAN port and plugs into the splitter.
It sounds like you have a working VDSL connection, and possibly a non-working fibre connection.
What green light is flashing on the Optical unit, and what lights are showing on the BT hub which is plugged into it? Does your computer work if its plugged into that hub?
I am trying to determine whether the fibre connection is working, as a flashing PON light on the Openreach modem would indicate that its not working, which is why you may have been supplied with a VDSL connection to give you service.

That is a good sign.
What speed do you get if you connect your computer to the router which is connected to the fibre modem, as that is likely to be a much better connection and would be the preferred one, as it will give you a better upload speed.
I assume the IP phone will not work on that router either?
This is my internet speed on the fibre modem (one with green lights) much better! But yeah my IP phone won’t work on that one either 😞
