Parental controls not working

I have supposedly set up and activated the parental controls but in spite of this the content i am trying to keep blocked is still accessible how do fix this?

Sorry you're having problems with your parental controls. Are you getting any error messages? Have you had a look at the parental controls help pages?

Ive looked at the parental controls page and it offers no additional advice. I am not getting any email through should i be?
