Yes, BT have removed it and it is no longer functional.
At some point BT might get around to removing the webpage but then again being BT they probably won't.
Use Ookla Speed test https://www.speedtest.net/ or any one of the many you will find with an Internet search.

No, as the test was run by BT Wholesale for all providers that use their core network.
If you are not happy with your speed, then you can use the broadband trouble-shooter, which runs a test for you.
