You are right in the numbering convention on our road, I have number 11 next to me, number 10 next to them, number 9 next to them, etc etc
If it a boundary issue, would it be usual for the fibre to pass my house (which is the 1st one on the 'run'), to reach number 7 (which is obviously 5 doors down)?
If it is a boundary issue, I would guess there are a maximum of 12 houses (5 on the same side and 6 or 7 on the other side of the road) before you get to number 7
If only No.7 on the street shows availability that’s really weird.

Assuming it is a splitter on the pole outside your house , is there also a CBT on it , and a CBT on the pole outside No.7 ? and assuming both poles have CBT ‘s are cabled back to the splitter on your pole ….the cable on the left of the splitter is the input cable from the aggregation node , on the right are the output cables to CBT’s , how many ‘CBT’ cables leave the right hand side of the splitter enclosure on ‘your’ pole ?
You ask if it’s usual for the fibre feeding into one PON area to run through a non FTTP service area , that is quite possible, what I find curious is that you state they ran an underground cable to the pole outside your address , fitted a splitter (pole mounted splitters can be small , single splitter 32 way , or medium node , two splitters inside , 2x32 =64 ) but instead of an overhead cable to the pole outside No.7 ,(quicker , easier and no potential blocked duct issues doing this ) they go back underground using duct , rather that simply spanning overhead between the poles ( that’s if it’s a CBT on the pole outside No.7 )
Looking at the existing copper wires from the pole outside No.7 , are you saying none of those addresses connected to the same pole with copper show FTTP as available , and it’s only No.7 with FTTP showing as available, if that’s the case there is something extremely odd going on .
@tmacca74 Unfortunately, we mere mortals still can't see those last two images. I'm a bit suspicious when you said they pulled it through from the cabinet down the road. Does that image for number 7 say that "an ONT exists" at the bottom of the purple bars? That's the real giveaway.

the neighbours pole. at this point, I must confess that it does appear that the fibre has may have been run overhead between these two poles, although clearly something is being pulled from underground, which I though was the fibre from the first pole. Happy to be corrected on this

Ah, I see the problem.
It says an ONT exists at your neighbour's...therefore he does have full fibre, BUT it goes on to say a new ONT may be ordered but will be placed on the waiting list...i.e. the present system is at capacity and there are currently no spare connections. That may be at the CBT, (Connectorized Block Terminal), out in the street or at the headend, (the equivalent of the exchange). Either way, I bet that will be the problem.
The checker return for No.7 along with the things you would expect for a property with FTTP installed , the survey notes , a note confirming active service on the ONT etc , as stated , also shows the network at capacity so no new orders can be made from addresses on that CBT or potentially that PON (depending on where the capacity is exhausted) , however the return for No.12 is still puzzling, if it were proper to the same PON , its notes would show WBC FTTP as available, have a survey note ‘overhead service , no anticipated issues ’ or whatever , and the network capacity note making ordering impossible , but it doesn’t have any of that information suggesting No.7 and No.12 are not contained within the same PON area .
As stated previously, what would be interesting is the checker returns for those addresses served directly from the pole that No.7 is served from , as they will be part of the same PON (it’s impossible for them not to be )
TBH , it’s pure speculation at this point what the issue is , it could be some genuine problem or a data input error , the link to the OR Formwize should get OR to check and if it’s a simple data error , they correct that error and then availability then shows up .
