Full Fibre 100 upload speed only 10 mbs

I've been on Full Fibre 100 for  a couple of months. My download speed is what's expected i.e. 150 mbs, but my upload speed never goes above 10 mbs. BT advertise that the upload speed should be 30 mbs.  When I try to run the broadband performance test from the Smart Hub2 it fails with a message saying that the Smart Hub can not be contacted !
