Wherever the blockage is Openreach have team who in many cases can clear them without performing a dig. Should a dig become necessary they always get wayleave from the property owner before. You need not do anything.

I would agree with your statements concerning how direct fibre to home may operate. Surely it would be impractical to provide individual fibres from exchange to each home. I guess that is where GPON could be useful, as it has a 1:64 passive split level, meaning each GPON node in an existing or new local cabinet can provide for up to 64 homes, in a similar way FTTC operates.
