They can't be used for mains power supply. They are for computer networks only.
When I worked for Openreach Fibre New Sites, they didn't fit fibre to flats like that. Each fibre went to a node on each floor, then from there it was split to each flat where an ONT was fitted.
You'll still need a power socket fitted in the cupboard.

POE isn't mains voltage and by definition is transmitted by Ethernet via Cat5e cabling as shown in your picture.
It would be fine for POE.
It looks like it is wired as standard T-568B Ethernet, hard to confirm with the photograph.
