The home tech will do absolutely nothing to improve your speed. Hopefully it will result in them getting Openreach out to investigate the line fault though.
The upload noise margin looks high relative to the download. What else have you got plugged into the phone socket? Anything else close to the router that maybe generating electrical noise from your end?
Edit: My bad...I'm looking at the numbers the wrong way round on mine.
So the BT home guide has just been & gone - swapped the socket....reconnected - now 1 mbps lower! (17mbps)

(same of course as it always is - the issue is external due to the paucity of the copper line....he mentioned a possible "bridge tap" being in place that shouldnt?)
Yeah, a bridge tap won't help.
