Looking at this from a different angle, what does your mother use the internet for? eg web browsing, email, streaming TV?
Does she have a mobile phone and if so, what is the signal like in her home?
I'm wondering if the answer might be to ditch the landline/broadband all together and use her mobile phone as a WiFi hotspot? Alternatively, if that is too complicated for her to set up each time, a standalone 4G wireless router might be the answer?
Even buying a higher data allowance phone contract, (even unlimited data), will be a lot less than £80 per month!
