Spending caps are in £ values, not data allowances, if your partner set the cap at £0 and has used the allowance then any data usage will stop, any include calls/texts will go through as they are unlimited and free to UK landline or UK mobiles, also Wi-Fi will work on the phone if at home or connected to another hub.
