My mother is currently with talktalk and paying about £45/month for unlimited calls to landlines and broadband. She doesn't use the internet and was wondering if there was a cheaper landline only option as £45/month seems very expensive.

If she makes a lot of calls, then she would have to add a calls package to save money.
£44/month for just a landline with anytime calls. That seems crazy. She's paying about that now with broadband included.
She can have PAYG, then add a calling plan, which should work out cheaper. The 700 minute plan is likely to be cheaper.
There are no more analogue phone lines any more, they all use BT Digital Voice which is delivered over a BT Home Hub, whether you have Internet or not.

If a BT customer doesn’t want , need or have a fixed line broadband service from anyone ( so that includes Virgin and Alt Nets ) then there are a couple of cheaper options, standard line rental is £26.35 that’s with PAYG calls , but there is a discount available for line only customers with no broadband , that was worth £7 when line rental was £20, and brought the cost down to £13 a month , this isn’t available on line , to get the offer you need to call .
TBH the Home Phone Saver 2020 ( ignore the year that when it was introduced ) incorporates 1000 minutes of calls and certain facilities , but how this will be provided with no WLR available ( and if you are a TT customer you will be on LLU MPF ) it’s going to be an unusual change , and probably will need micro management , you may need a Mods assistance or by using a BT Guide ( so by calling , not online )
Not much point complaining, most companies don’t even offer stand alone telephone at all , if the BT price is unacceptable, stay with a cheap broadband supplier.
As already stated , if in receipt of certain benefits, a social tariff is available.
