A family member has recently been provided a BT SuperHub 2 to facilitate the Digital Voice switchover. This replaces an 11 year-old BT HomeHub 5A.
No returns bag was provided with the SH2. Is this normal?

If he /she has had the BT Homehub prior to 13th December 2019 there is no requirement to return the hub.
If they want to return it if you call BT 0330.1234.150 you can request that they send one out to you.
In the event that they later bill you for the hub make sure you keep a copy of your Proof of Posting and if possible take a photograph of it in case you somehow lose the paper copy.
