Top Cashback declined my BT offer in 2021 and then said that I was too late to challenge it. Still feeling like I was totally ripped off as it was a lot of money so now don’t trust BT or Top Cashback at all. Looking at my BT account it looks like they never actually closed my order, it is still open even though I have had broadband for 18 months. I am coming up for renewal later this year but unlikely to stay with BT because I am still really angry about the way this was handled and the fact that it was refused when I fitted all of the criteria. Anyone had similar?

This is managed by the cash back company so you should raise a Support Ticket with TCB. If this is over 100 days they will accept claims if the cause of the delay is outside of your control.
