Total loss of service

It is now two months since I suffered a total loss of Broadband Home Phone and of course tv. Was told that the loss was due to technical problems in my location and would be resolved soon Many phone calls but no resolution. Eventually after a week service restored. Was told they were sorry and that I would receive a refund for services lost. Bt still taking full amount each month. Service is good when it works but back up useless! So much for reliable unbreakable wifi.

Does this mean I can get out of my contract?
