The fact that the engineer was only there for 5 minutes and didn't actually do anything is really pretty irrelevant. Openreach will have incurred the cost of organising the visit and the engineers allocated time for the task. You can't expect Openreach to swallow those costs due to a whim on your part.
All I did was ask a question as I don't know the protocol, nowhere did I state an expectation of compensation or anything. Question answered loud and clear...
