BT WiFi Opt-in

I've been trying for months to resolve this, I've even had the issue escalated but I still cannot opt-in to BT WiFi.

Anyone had this problem and if so, was it resolved?

I've tried different devices including desktop/laptop and different browsers but all have the same outcome - error attached;
