Parental control is not working

Parental control is not working. I wanted to change the filter but its not letting me to access to the parental control.

what do I need to  do to fix this problem.

Sorry you're having problems with your parental controls. Are you seeing any error messages? Can you post a screen shot of what you're seeing?
