Unfortunately, when I went to the link - a pop up box requested our landline number and then said we were not eligible for the "free" equipment. My guess is that BT are pausing the roll out of Digital Voice because of issues in our area. We will wait for more information from BT.

No it's not. I got a free digital phone after I was migrated to Digital Voice as have others on this forum. I filled in the required fields and received the phone a couple of days later.
It may be the case that it will only show the user as being able to get a free phone after the migration has been completed.
Try again as some users on the forum have reported that they tried a couple of times before it was accepted and if that does not work you should try again after you have been migrated and if that does not work post back for further assistance in obtaining the phone.
