Do you want to make/receive calls ?

No = Go for broadband only.
Yes = A chargeable calling plan is required.

if you want to receive calls on landline whether or not you make any then you need PAYG at £2pm

Yes, to make or receive you need the voice element and a mandatory calling plan, PAYG is £5 per month but some existing customers might have it discounted.

It's £5 at the standard price, some customers may have a discount applied, see Tariff Guide - Page 21

Quite a few years back we hardly ever used the landline, still don’t. An offer popped up for Anytime Calls for £1 pm. Too good to refuse. It’s now one of these Legacy Calling Plans. If I ditched it, it would cost £2 to go pay&go and pay around 30p a minute if I had to use the landline phone. I can understand that people get confused, not that I’m complaining!
