It’s only really an educated guess why seemingly you could order and now you can’t , and short of going down the FTTPod route ( that’s where you contribute towards the build costs ) you probably don’t have anway to offer a contribution to Openreach , and FTTPod may not be available anyway because of the presumably relatively near by native FTTP , and it’s only potentially the ‘last leg’ from the location of the relevant CBT ( probably on top of an existing near by pole that could be somewhere around 150M away if two carrier poles were needed ) that’s the issue , FTTPod normally provides the infrastructure up-to and including the CBT which you seemingly don’t need.
You mentioned you neighbour already has FTTP , can you post the DSL returns for that address and indicate its relative position to your address (so something like , detached neighbour , same side of road 25M away , tree lined avenue ) , to give ‘picture’ of why they can get FTTP and you cannot .
