I have a USB connected to my Home Hub. If I go into Home Hub Manager, it lists the USB Stick, it says it is connected, but I cannot access it in any way. I used to be able to do this on a Windows 10 computer, I am now using a Mac, but if I reconnect the W10 computer I still can't find any way to access it.
Has something changed?

Nothing has changed. Make sure SMB 1 is enabled on the device you are trying to connect with.
You need to map the drive to 192.168.1.254/usb1
Is there any way to do this using SMB2 or another way? SMB1 is full of vulnerabilities and is not recommended to use any more

Does this at least enable smart tvs to be able to access the USB as well or just a computer?
I doubt there are many TVs with Samba let alone SMB1
SMB1 within a home network would only make our files available to the outside world if the router is insecure, but it's not something you'd want on a device you regularly used in coffee shops.
Most TVs will connect to DLNA (media) servers on the local network rather than any form of network share, but even then, limited memory and weak CPUs don't mean this is a great option. You maybe able to get access to more network shares if you've a smart TV with the right apps, but you also tend to need either a keyboard and touchpad (common) or computer/phone remote control (less common).
