After about 4 months of being passed around to different people and being asked the same thing over and over, and having multiple engineers visiting. The problem has gone away. We didn't change anything our end and BT are unaware of anything they did. They didn't ever get to the bottom of it.
If we used a VPN then we could get to all the blocked sites.
