You have to remember, noise is noise, it doesn't mean crackling static or anything else. The line should be silent with a corded phone. Anything else is noise.

If you did the QLT from the test socket there should be no charge.

I did, however I can see them charging me if the high pitched whine is normal!

High pitch whine is certainly not normal. Only charged if problem is caused by something in your home

BT phone engineer came today. He changed out the test socket for a new 5C version and checked all the wiring in and out of the house, but he couldn't find anything wrong with the telephone line. Interestingly he stated he was 'not a fibre engineer' so couldn't comment on anything to do with my broadband.
After all that, I am still connected at 10mbps less that I used to get, which is very frustrating.
Is this the end of the road?

you had a phone fault not broadband hence why a phone engineer visit has the high whine gone now?

Whine is greatly reduced, but he said he didn't think it was an issue even before.
