Its nothing to do with the exchange, its the pair of wires from the cabinet to your house which Sky are renting, and they would know the characteristics of that line. If BT Retail do not have any data for that line on their customer database, then they will default to the lower speed until you actually get a working service, and then you can upgrade to Fibre 2 for an increased price.

@Keith_Beddoe  But they do have data, it is shown on the checker results posted previously. BT seem to be ultra conservative when it comes to predicted speeds and only offer Fibre1  'to be on the safe side'.

Thank you, I'm well aware that for BT it has nothing to do with the exchange, that comment was aimed at @iniltous who might've found it interesting to look into.

It would appear that whilst BT Wholesale and hence BT Retail Consumer have my line data, despite what you say, BT Consumer have taken a more conservative approach to the products they choose to offer, as @licquorice says.

To be clear, the BT Wholesale checker data was garnered using both my phone number and address, with both datasets showing very little variance.  I gather that if Sky were not using WLR, the checker would simply not recognise my phone number, instead requiring I use my address instead.

Most telling is the fact that the last "observed speed" measurement on the BT Wholesale checker has been taken during the time I've been with Sky.

It does indeed seem that although Sky are your provider they are in effect supplying you with a WLR type service , not LLU ( as you say the exchange has no LLU operators ) , so it does indeed seem odd that although the observed VDSL speed is in excess of BT’s F1 speed of 55Mb , that BT  don’t offer F2 ( 80Mb ) even if it’s unlikely that speed will be greater than 65Mb, some may well want the extra 10Mb , and be prepared to pay the  increased cost, although many BT customer get F2 provided for F1 costs , as a free upgrade.

You could try reasoning with the call centre reps, but chances are they can only select products that show as available, it’s unlikely to be wholesale records that are incorrect if other ISP’s can offer the higher speed profile from the outset ….you could take the lower speed initially and once BT has their own  real time data , enquire about upgrading .

I don’t know if the BT Mods are in a position to offer to help , should they reach out , you could ask them to try and manipulate any order you make.
