Full Fiber

Hi I was just wondering. How come iv expressed and interest in full fiber with bt for years.

Having been a loyal broadband customer for many years. And filled in the "let me know when fiber is availablein my area" many times.

I found out just today that my my neighbour (200 yards away) has full fiber. Yet when I apply it says not available at my address.  Why would thay stop insulation next door?
